Backflow Preventers on Your Main Water Line: What They Do, and Why the Rules Depend on Your Water Provider

There's a small assembly on the water line coming into a lot of homes and buildings, usually right after the meter, that most people never notice. It's called a backflow preventer, and its job is to make sure water only travels one direction: from the public main into the building, never back out. When it's working, you never think about it. That device also helps protect the drinking water for everyone else on the same system.

We come across these on the main service line during inspections across St. Charles, Franklin, Warren, and Lincoln counties, and all over the greater St. Louis area. The rules work in a way that trips a lot of people up. Backflow prevention on the main line runs on a single statewide approach, and your local water provider enforces it. Across our service area there are a bunch of different providers, and they run their programs differently. Your water provider decides what your property needs, so it helps to know who that is.

Here's what a main-line backflow preventer does, why it matters to the public water system, and how the requirements actually break down across the counties we serve.

A main-line backflow preventer is a containment device installed on the service line where water enters a property, right after the meter. It stops water from flowing backward out of the building and into the public water main. Missouri is a containment state, so its backflow rule (10 CSR 60-11.010) is built around protecting the public system at the service connection. Many residential service lines have a basic, non-testable check, while a testable assembly is required where a property has a recognized hazard, and those assemblies have to be tested when they're installed and at least once a year by a certified tester. The state approach applies everywhere in Missouri. Which provider enforces it, and exactly how, depends on who supplies your water.

What is a main-line backflow preventer?

A main-line backflow preventer is a containment device installed on the service line that feeds a building. It sits on the customer's side of the meter, ahead of any other connection. Containment is the key word here. The device keeps any contamination that could happen on the property contained there, so it stays put and never travels back into the public main.

The main-line assembly protects against everything downstream of it at once. It sits right where your whole property connects to the public system, which is the logical spot to guard that connection.

Because it sits on the line feeding the whole building, a properly installed main-line device is the one barrier between whatever might happen inside a property's plumbing and the water everyone else on the street drinks.

What is backflow, and how does it happen?

Backflow is water moving the wrong direction in a system that's designed to move it one way. It happens in one of two ways.

The first is backsiphonage. When pressure in the public system suddenly drops, it can create a suction that pulls water backward out of a building's plumbing. That pressure drop usually comes from a water main break, or heavy demand when crews are fighting a fire nearby.

The second is backpressure. This happens when the pressure inside a building's own system climbs higher than the pressure in the supply line, which can push liquid from the building back toward the main. A boiler is a common source of backpressure.

Either way, without a barrier at the service connection, whatever's in that building's plumbing has an open path back into the shared pipes.

Why does a main-line device matter to the public water system?

This is the part people underestimate. A cross-connection, which is any point where drinking water could meet something non-potable, puts more than one building at risk. Every property on a street shares the same distribution pipes, so a single backflow event can contaminate the water in a building, along a block, or across an entire system.

Missouri handles this through containment. An approved assembly on the service line keeps any contamination on a property contained there, so it never reaches the public main. The device protects the neighborhood along with the individual property, and it sits on the main line so it can guard the whole connection.

It also explains why the state enforces this. When a required assembly isn't tested or isn't working, the water provider has to disconnect that service until the problem gets fixed. The point is to protect everyone downstream.

Containment and isolation

Two kinds of backflow protection often get lumped together, and they do separate jobs.

Containment is the device on your main service line, right after the meter. It protects the public water system by keeping any contamination on your property from ever reaching the public main. That's what the state rule is built around, and it's what we're talking about here.

Isolation is protection installed inside a building at a specific fixture or system, to keep a hazard in one part of the plumbing from reaching the drinking water taps somewhere else. A simple vacuum breaker on a single hose faucet, or the device out on a lawn sprinkler line, is doing that narrower, point-of-use job. Isolation inside a home is usually governed by local plumbing code, and the state backflow rule doesn't cover it.

A backflow preventer on a sprinkler branch covers that one connection. The main-line device covers the whole property, sitting between your plumbing and everyone else on the system.

What types of assemblies go on the main line?

Missouri recognizes a few types for protecting the public system at the service connection, and which one you need depends on how serious the hazard is.

  • Air gap. The most basic and most reliable method. It's a physical vertical separation with no pipe for water to travel back through, so there's nothing mechanical to fail.

  • Reduced pressure principle assembly (RPZ). The highest level of mechanical protection, required where a cross-connection could pose an actual health hazard (Missouri calls these Class I hazards). It's usually an above-ground brass assembly with two shutoff valves and a set of small test ports.

  • Double check valve assembly (DCVA). Used where backflow would degrade water quality but not create a direct health risk (Class II hazards).


There's also a simpler device worth knowing about: a residential dual check, which is two check valves in a single housing. Some water providers install these on residential service lines as a baseline layer of containment. This one doesn't get the annual certified test. It still works as a backflow preventer on the main line.

Does my home actually need a testable one on the main line?

For a typical single-family home with no special connections, a testable backflow assembly on the main line usually isn't required under the state rule, because purely residential properties are exempt unless a specific hazard is identified. Plenty of homes do have a residential dual check that the water provider installed on the service line. That gives you a basic layer of containment. It isn't part of the annual testing program.

A full testable containment assembly on the main line becomes the requirement when a property carries a recognized hazard. Common examples are a fire sprinkler system, an auxiliary water source like a private well that's cross-tied into the plumbing, or certain other conditions your provider or the state classifies as a hazard. Businesses and higher-hazard properties are the main group that's required to have a testable containment assembly on the service line.

When a testable assembly is required, the rule is simple. It has to be tested when it's installed and at least once a year after that, by a state-certified tester. It's worth keeping in mind on older homes, and on any property where a fire sprinkler system, a pool, or a private well got added over the years, since that added connection is often what triggers the requirement in the first place.

Where should a main-line backflow preventer be installed?

Placement isn't arbitrary, and it's one of the things we look at. A backflow preventer on the service line belongs on the customer's side of the meter, as close to the meter as is reasonably practical, and ahead of any other connection, so nothing branches off before the water is protected.

Beyond location, a device has to go somewhere it stays functional and can actually be serviced. That means somewhere you can reach for maintenance and testing, protected from freezing, and positioned so it won't be submerged or flooded. A device that freezes and cracks, or one buried where no tester can reach it, isn't doing its job even if it was the right assembly to begin with.

Do the requirements change from county to county?

The core approach doesn't change at county lines. Backflow prevention in Missouri comes from one statewide regulation, 10 CSR 60-11.010, and the state uses a containment model everywhere: protect the public system at the service connection. That rule sets the substance. Approved assemblies are required based on the hazard, testable assemblies have to be tested at installation and at least once a year by a certified tester, and a provider has to disconnect a customer who doesn't comply. Those pieces are the same whether you're in Wentzville, Washington, Warrenton, or Troy.

The differences show up at the provider level: whether a testable assembly is required for your property, whether your service just carries a dual check, the deadline for your annual test, whether they use a third-party portal, and whether there are fees. And across our service area, there isn't one water provider. There are many. A city water department, a rural public water supply district, and a big investor-owned utility can all serve different parts of the same county, each running its own program under the same state approach. Local programs and plumbing codes can add requirements on top of that state floor too, and some do.

A few real examples show how the administration differs:

  • The City of St. Charles runs its backflow and cross-connection program through a third-party contractor, BSI Online. Devices have to be tested every year, and if you don't test, they can interrupt your water service.

  • The City of O'Fallon runs its own program for its customers. Annual test reports are due to the city by June 1 each year, a late fee kicks in after that, and reports that still haven't come in by July 1 can lead to a water shutoff.

  • The City of St. Peters spells out placement in its ordinance: the device goes on the customer's side of the meter, as close to the meter as practical, ahead of other connections. An air gap or RPZ is required at the service connection for properties the city judges to be a serious hazard.

  • Missouri American Water, which serves large parts of St. Charles County and the broader metro, protects the public system through containment, installs residential dual checks on a lot of service lines, and won't keep serving a property that fails to keep a required assembly tested and maintained.

The details vary from one provider to the next. Here's roughly how the provider landscape looks across the area we serve:

  • St. Charles County. A mix of city-run water systems (St. Charles, St. Peters, O'Fallon, Wentzville, and others), Missouri American Water in a lot of areas, and public water supply districts. Which one you have depends on your address.

  • Franklin County. City water departments in communities like Washington, Union, and Pacific, plus public water supply districts serving the areas outside the city systems.

  • Warren County. The City of Warrenton runs its own water system and has its own backflow prevention ordinance. Public water supply districts and Missouri American Water serve other parts of the county.

  • Lincoln County. Public water supply districts cover much of the county, including Public Water Supply District No. 1 (based in Winfield) and Public Water Supply District No. 2 (based in Troy), alongside city systems and Missouri American Water in some areas.

  • St. Louis County. Most of the county is served by Missouri American Water, so the containment device on your main line runs through your water provider and your annual test report goes to that provider. St. Louis County also enforces its own plumbing code and runs a countywide backflow testing program, so the tester who works on your assembly has to be certified through St. Louis County. Some cities add their own steps on top of that. Webster Groves, for example, has the tester register with the city and report results to the city too. Chesterfield and Ballwin lean on the county program and the water provider, without a separate city process. In both of those cities you're dealing with Missouri American Water as your provider and St. Louis County for the tester certification and annual testing, and if your property has a connection that needs a testable assembly, like an irrigation system, a pool, or fire sprinklers, a lapsed annual test can lead to a water shutoff.

In most of our area, find out who supplies your water, since that provider decides what your property needs and enforces it. St. Louis County is the partial exception, where the county's own plumbing code and tester licensing add a layer on top of your provider's program.

How do I find out what my provider requires?

The fastest way is to look at your water bill. The provider name at the top is who you answer to for backflow. If you're on a private well with no connection to a public system, this rule doesn't apply to you, since it's there to protect public systems.

Once you know your provider, a quick call or a look at their website will tell you what you need. Here are the questions worth asking:

  • Does my property require a testable backflow preventer on the main line, or does my service just have a dual check?

  • If a testable assembly is required, what type, and where should it be installed?

  • When is my annual test due, and where or how do I submit the report? Is there a third-party portal?

  • Are there fees or registration steps I should know about?

If you need someone to run the test, Missouri's Department of Natural Resources keeps a public list of certified backflow prevention assembly testers, and your provider can usually point you to testers who work in your area.

In St. Louis County, check two things, since the county and some cities add their own requirements on top of the water provider's program: who supplies your water, and whether your city has its own registration or reporting steps. The county also requires testers to hold a county-issued certificate, so make sure whoever you hire is licensed to work in St. Louis County. In cities like Chesterfield and Ballwin, the provider is Missouri American Water and the testing runs through the St. Louis County program, so your report goes to Missouri American Water and your tester needs to be county certified.

What does a missed backflow test actually cost?

More than people expect. Because the state approach makes providers act, letting a required annual test lapse is one of the few maintenance items that can get your water shut off.

The exact consequences depend on your provider. In O'Fallon, a missed June 1 deadline brings a late fee, and if you keep ignoring it, that can end in disconnection and extra charges. The City of St. Charles warns that not having devices tested every year can interrupt service. Missouri American Water will shut off service to a property that doesn't keep a required assembly tested and maintained. The pattern holds across providers, and the enforcement path ends with your water turned off.
